Tawala is one system for the whole country, but the compliance load is not identical from region to region. These are the differences that actually change how you set the software up.
Identical nationwide
- TRA fiscalisation. The VFD requirement, receipt format and reporting are national. Check your position with the EFD/VFD eligibility check.
- Statutory payroll. PAYE bands, NSSF at 10% + 10%, NHIF, SDL and WCF apply on the mainland regardless of where the employee sits — see the full payroll calculator and Tawala HR & Payroll.
- Mobile money. M-Pesa, Tigo Pesa, Airtel Money and Halopesa reach every region, and reconciliation matters more than acceptance — Tawala POS matches each mobile-money settlement to the till.
Set by your local government authority
The business licence and the service levy are issued and priced by the council you trade in, not by TRA. Dar es Salaam alone has five councils; a business with branches in two districts is licensed twice, on two calendars. Compare what you will pay with the business licence fee lookup before you decide where to open a branch.
Zanzibar files separately
Zanzibar businesses report to the Zanzibar Revenue Board, not to TRA, with their own VAT position and their own fiscalisation regime. A group trading on both the mainland and the islands needs two filing entities inside one set of books — that is a chart-of-accounts decision, and it is much cheaper to make on day one than in year three. Tawala Accounting supports multi-entity consolidation.
Border regions carry import work permanently
Mbeya (Tunduma), Kigoma, Mtwara, Kagera and Arusha (Namanga, Holili) all trade across a border as routine business, not as an occasional event. Landed cost, EAC certificates of origin and duty classification belong in the purchase order, not in a year-end adjustment — run the numbers on the customs and import duty calculator and raise the order in Tawala Purchase Management.
Agricultural regions pay crop cess to the district
Morogoro, Iringa, Tabora, Songea, Ruvuma and Mbeya buyers pay produce cess to district councils on crops moved out of the district, at rates the district sets. It is a real cost per tonne and it belongs in the item cost, alongside transport — Tawala for agribusiness tracks it per consignment.
Connectivity decides the design, not the feature list
Outside the main city centres, 3G with regular outages is normal and mains power is not guaranteed. Tawala is built offline-first: the till keeps selling, stock counts keep recording, and everything syncs when the line comes back. Support is remote by design — WhatsApp and phone, in Swahili and English — with on-site setup visits available across mainland Tanzania and Zanzibar.
