Importing a car into Tanzania — the real cost

Importing a used car (typically from Japan, UK, UAE or South Africa) into Tanzania is a multi-layered tax exercise. Most buyers underestimate it badly — a car that costs USD 5,000 FOB in Japan can land in Dar at TZS 25–40 million depending on age, engine and category. Here's how every shilling is added on.

The tax stack

  1. Import Duty — 25% on the CIF value for most passenger vehicles. 0% for electric vehicles. 10% for some heavy commercial > 5 tonnes.
  2. Excise Duty — age-based: 0% if < 8 years from manufacture, 10% if 8–10 years, 20% if over 10 years. Bigger engines (> 2000 cc) attract additional bands.
  3. VAT 18% on (CIF + duty + excise).
  4. Railway Development Levy (RDL) — 1.5% of CIF.
  5. Customs Processing Fee (CPF) — 0.6% of CIF.
  6. Registration + number plates — ~TZS 400,000 (varies; ZARA + TRA portal fee).

Worked example — a 12-year-old Toyota Premio

  • FOB Japan: USD 4,500
  • Insurance + freight to Dar: USD 1,500 → CIF ≈ USD 6,000 → ~TZS 16M (at 2,680).
  • Duty 25% = TZS 4M; Excise 20% = TZS 3.2M; VAT on (16+4+3.2) = TZS 4.18M; RDL 1.5% = TZS 240k; CPF 0.6% = TZS 96k; Reg = TZS 400k.
  • Total taxes ≈ TZS 12M; landed cost ≈ TZS 28M.

Tips to keep cost down

  • Buy under 8 years to avoid the 10–20% excise — the savings often outweigh the higher purchase price.
  • Use a licensed clearing agent (CFA) — they negotiate valuation and save on storage.
  • Time it — port congestion peaks Nov–Jan; plan around it.
  • Consider electric — 0% duty makes EVs unexpectedly competitive.
