How to calculate SDL in Tanzania
What is the Skills Development Levy in Tanzania?
The Skills Development Levy (SDL) is a payroll levy administered by the Tanzania Revenue Authority (TRA) on behalf of the Vocational Education and Training Authority (VETA). Every employer with four or more employees pays SDL at 3.5% of gross monthly payroll — and unlike PAYE, SDL is entirely an employer cost. It is not deducted from the employee.
How SDL is calculated
The base is the total gross emoluments paid to employees during the month — basic salary, allowances, overtime, bonuses, and most non-cash benefits valued at fair market rate. Multiply the base by 3.5%, file with your monthly PAYE return, and remit by the 7th day of the following month. Late filings attract a 5% penalty plus interest.
Who is exempt from SDL?
- Employers with fewer than four employees.
- Religious institutions (subject to TRA confirmation).
- Diplomatic missions and selected charities listed under the SDL exemption schedule.
- Government agencies and public-sector employers paying through the central payroll.
SDL filing checklist
- Compute SDL = 3.5% × monthly gross payroll.
- File on the same Form ITX-263 used for PAYE.
- Pay via the TRA portal or any commercial bank with a TRA control number.
- Retain proof of payment for 5 years for audit.
