What is the Workers Compensation Fund?

The Workers Compensation Fund (WCF) is a statutory employer-funded insurance scheme established under the Workers Compensation Act, Cap. 263. It pays compensation for work-related injuries, occupational diseases, disability and death — protecting both the employee and the employer (who would otherwise face uninsured liability).

WCF rate and base

The current WCF rate is 0.5% of gross payroll for both private and public-sector employers. The base includes basic salary, allowances and overtime. Returns are filed quarterly via the WCF e-portal, and payment is due within 30 days of quarter-end.

Who must register?

  • Every employer with one or more employees, including casual labourers.
  • Domestic employers (housekeepers, gardeners, drivers).
  • NGOs, religious institutions and embassies (selected exemptions exist — confirm with WCF).
